Cooperation between the KOE and the United Nations began with the agreement signed on 15 December 1951 by the secretariats of these institutions. On 17 October 1989, the UN General Assembly adopted a resolution on the granting of observer status to the Council of Europe, proposed by several Council of Europe member states.  Currently, the Council of Europe has observer status at the United Nations and is regularly represented at the United Nations General Assembly. She has organized the UN regional conferences against racism and women and works with the United Nations at many levels, including human rights, minorities, migration and the fight against terrorism. In November 2016, the UN General Assembly adopted by consensus a resolution (A/Res/71/17) on cooperation between the United Nations and the Council of Europe, in which it welcomed the Council of Europe`s contribution to the protection and strengthening of human rights and fundamental freedoms, democracy and the rule of law. The Council of Europe cannot legislate in a binding way, but it has the power to impose selected international agreements, concluded by European states on various subjects. The council of Europe`s best-known body is the European Court of Human Rights, which enforces the European Convention on Human Rights. 328 MEPs voted in favour of the sub-treaty with EU ministers, 231 voted against and 19 abstained. The EU Defence Fund will encourage technological innovation and cooperation in the European defence sector and make the EU one of the top four investors in defence research and technology in Europe. From 2014, Russia`s Right to Vote was temporarily suspended by the Council due to the annexation of Crimea by the Russian Federation of Ukraine.
In response, Russia withheld its annual contributions of 33 million euros, which placed a financial burden on the institution.  Russia asserted that its suspension by the Council was unfair and called for the restoration of the right to vote.  The Secretary General of the European Council, Thorbjarn Jagland, convened a special commission in early 2018 to find a compromise with Russia, a move that was criticized when he bowed to alleged Russian pressure from Council members and academic observers, particularly when voting sanctions were lifted.    In May 2019, Russia`s right to vote was restored after members of the human rights organization agreed to settle the dispute and the overwhelming majority of the Council voted in favour of the restoration.  The Council of Europe works mainly through conventions. The development of international conventions or treaties establishes common legal standards for their member states. However, several conventions have been opened for the signing of third countries.
